Notifications not sent to Evaluation Team of Initiative

Summary:

User enters a new supplier qualification initiative:

- In Evaluation Team TAB, system defaults the owner of initiative as a member of the evaluation team.

- In Evaluation Team TAB, user adds a new member to the evaluation team (by qualification area).

- User launches the initiative.

- (ER)System should send a a FYI notification to all members of the evaluation team to inform them that a new initiative has been launched
