Sales order Quantity revision has to go to credit check hold but is stuck with credit Review pending

Summary: Client requirement is sales order is released from credit check hold, after that they may revise the quantity, then the expectation is order should again go on credit check hold again, but instead order is getting stuck with credit Review Pending.

We have OM extension in place which is bypassing the credit check hold second time. We have modified the same in TEST Environment and while testing one sales order it is getting stuck with credit Review pending.

The behaviour is same with or without extension.

Please let us know the setups required or any customization can be done to achieve this functionality.
