Unable to publish a budget or apply a model for budget

Receiving this error trying to apply a model: "The budget isn't currently editable. Try to apply the model later. (CMP-1005570)" I have noticed a few posts on her mentioning this error, however I have not yet seen a comment that has helped.

However, I also cannot publish the budget without a model. I'm sure this was working previously.. Have tried various options within budget pool config. Do you have any thoughts?

Options available straight after the 'start compensation process' has run, proxy as top level manager and click on 'Salary Budget' button: Nothing here is updateable, publish is not available.
