Job Templates appearing in RED

In the Staffing WebTop (7.5) we have had Job Templates appear in red. We are unsure as to why this is occuring and believe that it may have to do with a change in the user group of the template creator.

Has anyone experienced this before or can explain why this is happening?

I have attached a screen shot.
