Budget validation in the Job offer with the amount available in cost center accounts

Summary:

We have a requirement to validate the Job Offer salary amount added in the Offer Letter against the budget available in the Cost Center account from Finance.

We have already enabled the Default Expense Account section on the Offer Letter page. However, currently no validation or error message is being triggered when the offered salary exceeds the available budget in the Cost Center.
