Performance Goals consider as an organizational goals while adding through Add New Goal->Library Goa

Hi all—has anyone seen this behavior in Goal Center, and can you help us resolve it?

Issue: The same library goal is being classified differently depending on how we add it.

Path 1
Me → Show more → Goal Center → Add → Library Goal → Add
Result: Goal is treated as an Organizational Goal, even when Goal Type shows Performance Goals.
Note: Organizational Goals cannot be shared.

Path 2
Me → Show more → Goal Center → Explore → View: Library → Type: Performance → Select goal(s) → Add
Result: The goal is treated as a Performance Goal.

Ask: Can someone confirm whether this is expected system behavior or a configuration issue? If it’s an issue, what’s the recommended fix or workaround?
