Unable to submit global transfer to US in redwood even after adding US home address

For Local and Global transfer flow in Redwood , While we transfer someone to US, even after adding US home address, i get the error while adding payroll - "You cannot assign US payroll to someone who does not have US home address" Has anyone else facing this issue in Redwood ?
