Fusion Applications Identity Upgrade - Why users are getting "View changes to your profile" email?

Fusion Applications users may be wondering why they received an email (sample below) after Identity Upgrade that happened during the second week of March (March 12 to 15).

Why are users receiving such email?

This is an unintended side effect during the identity upgrade, and we are fixing it in the coming week of Identity Upgrade.

What happened was that we need to set all users upgraded from a Fusion environment to the corresponding OCI IAM Identity Domain with a default value of Federation = No. But it was overlooked that OCI IAM Identity Domain automatically notifies a user via email whenever his/her user profile was updated.
