Redwood - Label and Text changes for the Add Goal fields using UI text

Summary:

We need to update the text on New goal and goal details page(screenshots attached), but using UI text editor not able to find and replace. Please see, as mentioned by oracle - UI text works in redwood too.

We tried to change through UI text edit/XML and it didn’t seem feasible.
Goals > Performance Goals > Add .. (Add goal) Can we replace the highlighted text ‘target outcome’ to ‘measures’.
