Can Reports in the Navigation Flow be configured to open in a new browser tab?

Can cards in the Navigation Flow be configured to open a report in a new browser tab (similar to how drill to content links within reports will open new browser tabs)?

I tried using the report's URL in the URL nav flow field, but the application deemed it an invalid URL.
