Can we restrict access so HR Specialist cannot edit the national identifier

Summary:

During our 26A testing we discovered that while signed in as a HR Specialist, they were able to edit the National Identifier for an employee. They should only have view access, not edit access. Has anyone been able to make this field visible, not editable in VBCS?
