Defaulting a location from a Department, is it a seeded application behaviour

Hi Team,

We have a location linked to a department.
Our understanding is that when a location is linked to a department then location will be automatically defaulted from the department for HR transactions like Hire an Employee, etc. We believe that this is the seeded application functionality/behaviour?

Could anybody please confirm on this point?

Note: We are using Redwood pages and we haven't done any VBS extension for this.
