Need to change Territory under Preferences tab for all users

Summary:

Need to change the 'territory' to Canada as a default for all users. We have referred to the following profile values

Set Value Formats for Regional Preferences for All Users however, no such profile value exists for territory.

Additional, there is no specific timezone for Canada Eastern, can these be changed to reflect Canada Eastern for Timezone and Territory for 'Canada'
