After switching to Redwood, dropdown lists for some users randomly show no items

After switching to Redwood, dropdown lists in Supply Chain Execution -> Work Execution randomly show no items. When users try to use task Report Material Transactions, one of them can see the items in Work Order or Component field, while the other can't.
ORA_WIE_MATERIAL_TRANSACTIONS_REDWOOD_ENABLED profile option code is enabled on site level, no values on user level. Both types of users (who can see values in dropdown lists and those who don't) have a role with Report Material Transactions (WIP_REPORT_MATERIAL_TRANSACTIONS_PRIV) assigned with roles ORA_WIE_PRODUCTION_SUPERVISOR_JOB and ORA_WIE_PRODUCTION_OPERATOR_JOB.
