County and City options are Not Visible in Tax Withholding Calculation Card

Summary:

I logged in with the employee role and attempted to add County and City tax details under the Tax Withholding Calculation Card. However, I am unable to see County and City values in the dropdown list.

Please find the attached screenshots for your reference.

Kindly assist in checking this issue and let me know if any setup or configuration is missing.
