Rate Competencies in Talent Review meeting

Summary:

We have a business requirement to add 4 Competencies to rate for Talent Review meeting. I see option to add Overall competencies to the Talent Review meeting and filter of Competencies. Can we rate per competencies and also just 4 competencies not all the competencies the employee has?

Also, Can we add an open field for managers to enter Strengths and Opportunities?

Is this achievable, If yes, What needs to be done? Kindly direct/advise.
