Application Role Reports-Manage is only showing Copy URL in Action menu

Summary:

Power users need the ability to edit reports so were assigned Reports-Manage. According to the Oracle documentation this should give them the ability to

• Add, edit, duplicate and delete reporting artifacts based on permissions set

We have no security assigned on the reports but they only see Copy URL from the Action menu. They can also Create a new report but do not have the ability to edit.
