How do I Schedule a Report/Twice daily and not include data from first run?

We are trying to schedule a report to run twice daily at 8 am and 2 pm.  The data we are trying to capture are new Reqs that have been submitted for approval (using the Req First to be Approved Date).

The first run should include all new reqs submitted for approval (using
Req. First to be Approved Date) between 2 pm the previous day (or last execution date/time) to 8 am when
the report is scheduled to run.

The 2nd run should include all new reqs submitted for approval (using Req
