Benefit specialist is able to update Identification document type when he should NOT

hi, wondering if someone else in the community have experienced the same issue before.

The benefit specialist role should not have access to edit/duplicate any document type, it works with some documents but not with other for example Identification as you can see in the image below:

Why does Identification type have the option to Duplicate and not the other type? When i checked restriction settings the role is not part of the list of role excluded from the restriction, so he shouldnt be able to make any edits/updates in any Document Type. Thanks dear community
