Which privilege will allow to view PO and BPA information without license trigger

Please let us know Which privilege will allow to view PO and BPA information without license trigger.

We had a custom procurement inquiry role having PO_VIEW_PURCHASE_AGREEMENT_WORKAREA_PRIV and
PO_VIEW_PURCHASING_WORKAREA_PRIV privilege assigned which is triggering additional license cost for users who just want to view PO and BPA info.

We would like to design a custom role or use existing seeded role which will not have above privilege but still users can able to view PO and BPA's information.
