How to produce a USOPTE XML output of the Employee Active Payroll Balance report?

Step 8 in the Transition Plan states "Use the Payroll Variance Report to compare the previous payroll tax engine and USOPTE XML outputs of the Employee Active Payroll Balance report." The Run Employee Active Payroll Balance Report flow does not include an option produce the report output in XML—only Excel and Text.
