Rate definition min/max value is not refreshed in change salary when value is changed

Summary:

As part of new min wage law requirement, have to update min/max set value for one of the rate component for Ecuador country. We have changed the min/max value from 450 to 482 at rate definition configuration with effective 1/1/2026, however when change salary is performed for an employee, min/max value still displaying as 450 though its changed. Attaching the rate definition and the change salary screens for reference:

What we observed is when the salary basis is changed, min/max value is reflecting correct as 482. But not all employees have change in salary basis change to have the updated value. Updated value should be visible even there is no change in salary basis, it should be refreshed and visible.
