How to create Standard Coverage Template in subscription with adjustment matrix with usage quantity

Is there a way to capture usage quantities for service products in adjustment matrix of a standard coverage instead of price discount percentage.

For example: Entitlement to have 8 hrs of labour service post that charges to be done in Service logistics

or Entitled to consume 15 quantities of a service product, post that it should be charged in Service logistics
