Fusion BI Publisher – FTP Delivery Fails on First Burst, Any Delay/Event Option?

Issue Description

We are using BI Publisher bursting to generate CSV output and deliver files to an FTP server.

Observed behavior:

  • During the initial scheduled burst run, FTP delivery fails
  • The report output and CSV file are generated correctly
  • When we manually click “Send” from Report Job History (Republish), the same FTP delivery succeeds immediately
  • Credentials, server, directory, and filename are all correct


In Oracle Fusion BI Publisher bursting, FTP delivery fails on the first automated run but succeeds on Republish. Is there a supported way to delay or trigger FTP delivery only after bursting output generation is fully complete (event‑based or post‑processing)?
