Getting Error as You can't delete the grade step {0} because it's associated with an Assignment

Summary:

Unable to End Date Grade step -Getting error as 'You can't delete the grade step {0} because it's associated with an assignment. (PER-1530558)', Eventhough there are no active assignments tagged to it. We have checked in backend and we could see only inactive assignments that are already terminated are having those steps assigned

Steps to reproduce-

1)Navigate to My Client Groups ->Grades
2)Search for the Grade Name->Select and click to open
3)Click on Update->Give the Effective start date and select the step you want to end date.
4) Submit->Error as 'You can't delete the grade step {0} because it's associated with an assignment. (PER-1530558)'
