The Compensation button is not available to most managers after budget is published
We have created two plans for testing.. The only difference between the plans is that one of the plans has a budget pool and the other does not have budgeting at all. For the plan with the budget pool (Manager level budgeting), we initiate the budget (via Administer Workers and entering budget percentage for top level manager) and then we publish the budget.
After this, Budget Access Level is 'updates allowed' and Published is 'published' for all managers..
Previously (perhaps pre-Redwood?), I believe at this stage, the allocate compensation button would become available.. However I am seeing that only the lowest level manager has the 'Allocate Compensation' button to access the allocation worksheet.. All higher level managers (managers who have other managers reporting to them) do not have this button..
