Redwood Benefits Self-Service UI does not show started event and directly goes in processed status

Summary:

Processing any event from Ben self service , event is directly going to processed status compared to when processed from Ben admin UI.

The event does not return any enrollment opportunity when we process the event via SSBEN, where as if the same event is processed via Ben Admin UI, it opens enrollment opportunity.

We have eligiblity profiles set at PGM level and all other comp levels.

Is it a security issue?
