Need to Run or Skip Section of Rule with Yes/No prompt

I have a section of a rule that copies forecast to a proforma scenario. My users would like this to be a prompt instead of always on. I looked up how to incorporate this, but it doesn't seem to validate. Below is one example of the code. I also tried using a loop and other types of brackets [].
