Bill management portal link custom template not working

Summary:

The welcome email has a portal link, we have customised this to pick the value from a profile variable but the custom template is not being picked.

The Data model has been changed to extract the profile value and this is then used in the new custom layout created but the welcome email that goes out is not picking the custom version of the report/notification
