why user group manager not see private user group in recommendation profile

Hi all,

we have the case that a learning admin only sees the learning user groups which have administration visibility open in recommendation profiles. The person is added as a user group manager in a private user group. In the general overview this user group is visible. However, when creating a recommendation profile only the open user groups are displayed but not the private one where the user is added as a user group manager. Why not?
