Supplier inactivation definition of 'no transactions'

Please could you give some clarity on what is meant by 'no transactions'.

The parameter to run is: Months Since Last Transaction - : Identify and inactivate suppliers with no transactions for the specified number of months. For example, when you enter 24 months, suppliers with no transactions in the last 24 months are considered for inactivation.

I cannot find any definition of what 'no transactions' means. What dates are used to determine the transactions?

I am trying to understand - if a PO was created > 2 years ago and the last receipt was > 2 years ago but there was an outstanding PO balance and the PO was moved to finally closed, does this count as activity?
