Sequence of loading terminations in Oracle Fusion during data migration

Summary:
Please share any experience you have with sequencing the load of terminations. I am looking at two options

Context :
Fusion application will be used for HCM modules including (CoreHR , Absence, Talent and Learn and Payroll)
We are only migrating the latest employment record as of the cutover/go live date no history

Option1:
Terminations are loaded as terminated records right at the start and all the payroll and absence data is loaded after. This helps in identifying the terminated records in the system right from the start but does it impact any payroll or absence processing, specially if it is termination in the current period or on a future date
