Remove the Allocated Budget from Ineligible Manager in Manager Level Budgeting

Summary:

At the start of comp cycle we allocated the budget to all manager later one of the manager became ineligible but still the amount is allocated to him. We are unable to de allocate it. How can we remove the allocated budget amount from ineligible manager in comp cycle
