How to set Job Requisition in Open phase without posting on career site?

Hello,

Our client needs to manage a job requisition in order to collect candidates without publishing it on the external career site.
HR manually adds candidates to this specific requisition using the “Add to requisition” action. However, the requisition does not appear in the search results unless it is in the Open phase, making it impossible for HR to select it.

We would like to know if there is a way to achieve this outcome — allowing HR to add candidates — without having to publish the requisition.
