Not able to move further in Offer Phase

Summary:

Not able to move further in Offer Phase after approval and moving it back to draft

Content (please ensure you mask any confidential information):

Offer was approved by manager and for some reason it went back to Offer, draft phase.

In details tab, it shows that "Approvals are in progress. Info is locked". But the phase and state is "Offer, draft"

In Progress Summary, there is a comment for Offer that "SOA Invocation failure during submitting for approval."
