SupplierBusinessClassificationImportTemplate does not show all business classifications LOV

We have 33 supplier Business Classifications but when using the SupplierBusinessClassificationImportTemplate fbdi file to bulk update supplier profiles, not all 33 show up.

Does anyone know why this happens or what determines what triggers the values to display in the doc?
