JE & AP Approval Notifications (Email and Bell) Missing After Identity and Access Management Update

Hi All –
We are currently experiencing an intermittent issue with workflow notifications following the IAM update applied on March 28, 2026 and wanted to see if others are encountering anything similar?
The issue impacts both GL Journal and AP Invoice approval workflows. Notifications (both Bell and Email) are not consistently generated - some transactions trigger notifications as expected, while others do not generate any notification at all. This behavior appears random and has been difficult to consistently reproduce.
What we’ve validated so far:
- Affected users have notification preferences are set to both Email and Bell
- Global notification settings are set to “All”
