How to enforce a mandatory "Draft Offer" stage before allowing a Final Offer in ORC?

I am looking for guidance on how to strictly enforce a specific offer workflow in Oracle Recruiting Cloud.

A single offer letter template should be used throughout the hiring process, without requiring recruiters to select from a dropdown of multiple offer templates.

1. Initially, a draft offer letter is sent to the candidate.
2. If the candidate accepts the draft offer, a final offer letter is generated and sent.
3. If the candidate declines the draft offer, a negotiation process is initiated.
4. After negotiations, an updated draft offer letter is sent again.
