FTE calculation incorrect in job offer creation

Summary:

We are having an issue with the FTE calculation when creating a job offer. it is calculating incorrectly.  
I have a position that has a 42 hour weekly, then in the assignment i have put 20 hours weekly and the system is giving me and FTE of 2.1, i would expect to see and FTE of below 1 when it comes to part time hours. i will attach screen shots.
