USOPTE - Pretax deductions are not working as expected

Summary:

When comparing test results, we observed that USOPTE is not applying the pre-tax deduction in some cases, but Vertex did. An employee in Vertex, the Gross Pay is 25.38 with a pre-tax deduction of 25.38, resulting in a net pay of 0. However, in USOPTE for the same employee, the Gross Pay is also 25.38, but no pre-tax deduction is applied. Instead, taxes of 25.38 are calculated. We are seeing this issue across multiple employees.
