New Career Coach Duty Role Missing in 26A Upgrade

We recently upgraded to 26A and noticed the new Career Coach enhancements in the readiness documentation. We are looking to test this feature, but while following the instructions in KB812229, we found that we are unable to locate the new duty role ORA_DR_HCM_IRC_CE_AGENT_ACCESS_DUTY.

Are there any prerequisites that might have been missed that would prevent this duty role from appearing? We are following the documentation by creating a new custom job role for the integration user account, but the duty role is not available to add.
