How to setup to allow HMs and recruiters can only Delete a requisition in Draft, but cannot Cancel i

In our current setting, HMs and Recruiters can either delete or cancel a requisition in Draft status.  How can I restrict HMs and recruiters can only delete a draft requisition but not cancel it? We use Taleo 7.5.  Thank you.
