Restrict the attachment type for Court Order for dependents

As per requirement, we need to restrict the attachment type only to PDF for the "Court Order for dependents" document type so that system should allow only PDF doc to upload while adding court order in Benefits module. No other documents should be allowed. Also, can we restrict the issuing country only to US for "Court Order for dependents" document type?
