Merging Multiple PDF Attachments as Additional Pages in a Single PDF Output BIP Report

I am working on a BI Publisher report in Oracle Fusion and would like to understand whether the following requirement is technically feasible.

For an AP Invoice, there may be multiple PDF attachments (for example, 2–3 supporting documents).
The goal is to generate a single report output where:

The first page contains the main invoice details (from the BI Publisher report layout). The subsequent pages include all related PDF attachments.
All pages are combined into one final PDF document in sequence (main report attachments).

In other words, if an invoice has 3 attachments, the final output should be a single PDF consisting of 4 pages:
