Can a Request More Information Notification be only triggered to selective candidates manually and not all the candidates

We have a requirement where Recruiter should be able to manually trigger the Request more information flow only to selective candidates. We do not want to associate the RMI to any phase in CSP as do not want the notifications to be sent out to all the candidates.
