Issue with Job 'Maintain Candidates and Job Requisitions for Search' Job

We would like to understand if ESS Job 'Maintain Candidates and Job Requisitions for Search' is responsible to make Candidate data available for API
/hcmRestApi/resources/11.13.18.05/recruitingCandidates

  1. If yes, how many max number of records (candidates) it can process in each run?
  2. Also on what business logic the ESS job is pulling Candidate data from backlog and processing.
  3. When we ran the query below, we noticed a large volume of older records in the table. However, the index job appears to be picking up only new records for processing. Can you explain why so many records remain in this table if the ESS job is not processing them?
