Unable to create maintenance work order on an asset

While trying to create a work order on an asset which is item based and serial tracked, unable to query it in the WO creation asset search.

The asset's operating organization is a manufacturing organization and organization relationships exist between mfg and other mnt orgs. Example: Asset's operating org is mfg1 and its maintenance org is mnt1, while mnt2 also exists that's linked to mfg1 as well. When queried from both the mnt1 and mnt2 screens, asset is visible and shows operating org as mfg1. However, while trying to create a WO in mnt1 or mnt2, this asset cannot be created. The asset is on an inventory item which is issue to another assembly that's shipped to the customer. The location type is work center and it's
