Can't login with OCI Default domain - only with Identity

Default Identity Domain inaccessible after IDCS migration — cannot upgrade Free Tier to PAYG — 3 years unresolved

Hello,

I have a Free Tier cloud account (giselavelazco) where the Default Identity Domain became completely inaccessible after Oracle's automatic IDCS to Identity Domains migration.

SYMPTOMS:

  • Only the "identity" domain is visible in the console. The Default domain returns "Resource Not Found — Authorization failed"
  • Password reset emails for the Default domain are never received (checked spam, waited days)
  • Login to the Default domain fails even after Oracle Support reset the password from the backend
  • Cannot upgrade to Pay-As-You-Go because the upgrade requires Default domain access
