USOPTE: PA Head Tax Based on Work Location for Remote Worker

Hello!

On vertex, we manually changed Work PSD and SD to align with Remote PSD and SD for remote workers. This was done to ensure proper taxation results.

USOPTE taxes remote workers based on the home address and the Resident PSD, regardless of Work PSD. This was confirmed in related community discussion:

However, in PA we are seeing that the Head Tax / Local Service Tax is being pulled based on work location. We are trying to understand if this is an error or expected behavior.

Is this an error or expected behavior of USOPTE to tax head tax based on work PSD / SD?
