How can i hide/disable Send Interview Invite until status is at Interview to be Scheduled

We need to be able to disable the more actions option 'Send Interview Invite' on the candidate list page from a job requisition

until the candidate is at 'Interview to be Scheduled' status. Currently we have the ability to select it at any stage. Anyone any idea's on how to achieve this ?
